Mr. Francis' extensive experience in the security profession spans both government and industry. Mr. Francis started his security profession as a Special Agent with the U.S. Air Force Office of Special Investigations. He later served as Manager of Security for a major division of Lockheed Missiles and Space Co., Inc. Mr. Francis capitalized on this broad expertise during his tenure at Kroll and T&M where he achieved the positions of Senor Vice President, Security Consulting Services.
Both in his current role as President & Chief Consultant at LFJ Consulting Services, LLC, and in his previous roles, he has been responsible for the development, planning and implementation of complete security programs. He has managed both a contract and proprietary guard force, developed and implemented security policies and procedures, developed and conducted security awareness training programs, and developed and implemented emergency procedures and evacuation plans.
Specialties: He has over 25 years of diverse experience in the areas of audio countermeasures, facility vulnerability analysis, Crime Prevention Through Environmental Design (CPTED), distinguished person protection, counter-terrorism, high-threat environment security, facility planning, guard force management, strike contingency planning, emergency management, information security, and security management system development.
As an expert he has assisted both Plaintiff and Defense attorneys by providing consultation, reports, depositions, and testimony. The matters in which he has been involved range from the brutal murder of a researcher in the lab of an Ivy League university to the loss of a body from a Texas funeral home.
